PUBLIC NOTICE

Pursuant to the PENNSYLVANIA CLEAN STREAMS LAW, the PENNSYLVANIA DEPARTMENT OF ENVIRONMENTAL Protection Rules and Regulations, the SURFACE MINING CONSERVATION and RECLAMATION ACT, and the COAL REFUSE DISPOSAL CONTROL ACT as amended, notice is hereby given that RNS Services, Inc., doing business at 7 Riverside Plaza, P.O. Box 38, Blossburg, Pennsylvania 16912, has made application to the Pennsylvania Department of Environmental Protection to modify refuse disposal permit #32713707 for the No. 24 Refuse Site. This modification involves:

    (1) A change in the mix of materials to be added to the site to include pyritic rock to be mixed with alkaline flyash on the existing disposal pile;

    (2) A change in the post mining land use from wildlife habitat to unmanaged natural habitat; and

    (3) Changes to the monitoring program associated with existing NPDES discharge point 001 for additional para-meters. The proposed changes affect an existing project site of approximately 77.9 acres in Pine Township, Indiana County.

The project is located near Stiles Crossing along TR 585. The project area can be found on the Strongstown and Colver U.S.G.S., 7-1/2 minute series topographic maps. The operation discharges treated mine drainage water and erosion and sedimentation controlled water into Dutch Run, a tributary of North Branch Blacklick Creek.

A copy of the application is available for public inspection, and copying for a fee, by appointment at the Indiana County Conservation District Office USDA Service Center, 1432 Route 236 Highway East, Indiana, PA. Written comments, objections, or a request for an informal conference may be submitted to the Department of Environmental Protection, California District Mining Office, 25 Technology Drive, California Technology Park, Coal Center, PA 15423. no later than thirty (30) days following the final publication date of this notice.

PUBLIC NOTICE

Pursuant to the "Surface Mining Conservation and Reclamation Act" and the "Clean Streams Law," notice is hereby given that RNS Services, Inc., doing business at 7 Riverside Plaza, P.O. Box 38, Blossburg, PA 16912 has made application to the Pennsylvania Department of Environmental Protection for a surface mining permit to conduct coal refuse reprocessing. This application also includes a proposal for beneficial use of coal ash. The 52.7 acre operation, formerly known as the Old #24 SMP site, is located on the south side of T-584 (Stiles Station Road), approximately 1,200 feet west of Stiles Crossing in Pine Township, Indiana County. The proposed operation is located on lands of RNS Services, Inc. as shown on the Colver & Strongstown 7-1/2 Minute USGS Quadrangles.

Variances have been requested as follows:

  • A road variance to conduct mining activities within 100 feet of township road T-584 is requested. The variance begins 1688 feet southeast from the intersection of state road SR-1013 and T-584. From this point the variance extends along the southeast side for a distance of approximately 830 feet. The road variance of 1.13 acres includes mining activities and erosion and sediment control structures.

  • A variance to conduct mining activities within 100 feet of and unnamed tributary of Dutch Run is requested. The variance begins 981 feet west of Dutch Run at the point where the tributary enters and existing culvert leading to the treatment facilities. From this point the variance extends on the north side 174 feet upstream and 59 feet upstream on the south side of the unnamed tributary. The proposed variance includes 0.15 acres within 100 feet of the stream.

A copy of this application is available for public inspection at the Indiana County Conservation District, USDA Service Center, 1432 Route 286 Highway E., Indiana, PA 15701-1467. Written comments, objections or requests for a public hearing or informal conference may be submitted to the Ebensburg District Office of the Department of Environmental Protection, 286 Industrial Park Road, Ebensburg, PA 15931, within thirty (30) days of the final (4th) publication of this notice. The correspondence must include the person's name, address, telephone number and a brief description as to the nature of the objection.
